Prestigious PA Land Conservation Government Leadership Award Presented to Chester County

Chester County has again been recognized for its leadership in land preservation within the County, where nearly one in five acres of its 762 square miles has been preserved.

The Pennsylvania Land Trust Association (PALTA) presented its 2007 Land Conservation Government Leadership Award to the County at a recent meeting of the board of Commissioners.

Chester County Commissioner Chair Carol Aichele (pictured above) commented: "We're pleased to receive this PALTA award, as it confirms Chester County's leadership in land preservation.

"Nearly 21 percent of Chester County has been preserved as open space, thanks to partnerships that the County has formed with local municipalities, land trusts, conservancies and private sector investors. And none of it would have happened without the overwhelming support of the residents of Chester County."

Since the inception of Chester County's land preservation program in 1989, over 31,500 acres of land has been protected, 84 new municipal parks have been created in 51 municipalities, 13 downtowns have received infrastructure and streetscape funding, and over $215 million in non- county monies have been leveraged.

According to PALTA, Chester County is responsible for a great many "firsts" in terms of land conservation: the first to make a substantial capital investment in land preservation; the first to provide incentives for local municipalities to develop and implement land use plans and ordinances in accordance with the County program; the first to create a County Conservancy grant program; and the first to create a Farmland challenge grant program.

The recent tour was a chance for Board members from the different Y's to get to know each other as well as see the various YMCA facilities throughout Chester County. The YMCA of the Brandywine Valley Association is a group of six YMCAs: Brandywine YMCA, Kennett Area YMCA, Octorara YMCA, Southern Chester County YMCA, Twin Valley YMCA and the West Chester Area YMCA. The YMCA's serve more than 50,000 members throughout Chester County and the surrounding communities.

Farrell, a candidate for County Commissioner on the Aichele-Farrell ticket, has been a board member of the Southern Chester County YMCA since 2004.

"The YMCA is a great organization that offers a variety of programs for individuals and families for the worthy goal of building strong bodies, minds, families and communities. Because they offer financial assistance programs, the YMCAs are open to all, regardless of that person or family's ability to pay. "

Farrell, currently the County's Recorder of Deeds, is involved in the community in a number of areas. "My parents were community activists because they believed we all have a responsibility to give back," Farrell said. "That's why they were so involved and it's why I'm involved also." His late parents, Dr. H Alfred and Mary Farrell, were long-time professors of English at Lincoln University in southern Chester County.
In addition to serving on the board of the YMCA, Farrell also serves as a board member on Oxford Mainstreet, Inc., focusing on Borough revitalization; the Chester County Economic Development Council; and the Pennsylvania Leadership Charter School (PALCS), a cyber charter school.
